About Brno City Municipality

Image by Leonhard Niederwimmer from Pixabay The City of Brno is responsible for the development of the Brno Metropolitan Area which represents an organic functional territory comprising the city of Brno and its natural hinterland with 183 municipalities. Almost 735 thousand people live in this territory that is defined on the basis of intensive daily relations (commuting and accessibility). It is a typical example of a monocentric metropolitan area – this area has a single-core, which is the city of Brno – the strongest centre of services, employment opportunities, education, etc. Within the Czech Republic, the Brno Metropolitan Area is one of the most strongly developing regions, the development of which needs to be systematically coordinated. Such a task is not at all a simple one. At the present time, there is no legislative framework in place to cover the administration of metropolitan areas, hence the coordination of activities in the territory takes place on a partnership principle and through the communication of the city of Brno with neighbouring municipalities. The cooperation is mainly based on the implementation of the ITI (integrated territorial investments) instrument that enables the funding of project with metropolitan character.

  • Cooperation and governance on a voluntary basis

    Development is coordinated on a partnership basis between Brno and the surrounding municipalities as there is not legislation establishing metropolitan institutions. Therefore, Brno Metropolitan Area has to cooperate without strongly formalised structure. Governance rests with a Steering Committee (a political platform without legal subjectivity with stakeholders ranging from local and regional public authorities to innovation agencies, NGOs or chamber of commerce) supported by thematic Working Groups comprised of experts on specific topics. Cooperation is formalised through a Memorandum on Cooperation between the largest cities in the territory, which enables signatories to participate in these bodies and align joint investments.  

  • Management of ITI instrument 

    Cooperation is built around the EU’s Integrated Territorial Investments (ITI) instrument. This cooperation started in 2013 with preparation of the Integrated Development Strategy 2014-2020. Since 2019, mayors, experts and partners co-created the Integrated Development Strategy 21+ to 2030. The current strategy groups actions into four development areas (mobility, environment, public services, development coordination) and is delivered through 65 integrated solutions rather than isolated projects. Approximately CZK 8 billion (~€330 million) is allocated to the BMA for 2021–2027, following around 120 co-funded projects in 2014–2020 worth CZK 5.5 billion (~€133 million). 

  • Mobility at the level of Brno Metropolitan Area 

    We aim to make public transport travel fast, safe, and comfortable. We are connecting it with other modes of transport to reduce the use of individual car transport and strengthen non-motorised transport. We are developing major and local public transport interchanges with P+R parking systems, transport terminal with connection to a comprehensive network of cycle paths. We focus on completing bypasses and transit corridors outside residential areas and reducing the traffic burdens on residential areas. We are working to complete the north-south motorway link and improve conditions for long-distance rail transport. We focus on into two themes in mobility development area: metropolitan/local sustainable mobility and global accessibility of BMA. These topics are further developed into goals and measures in the Integrated Development Strategy of BMA 2021-2027 (10 in total).

  • Environment of the Brno Metropolitan Area 

    We are transforming the landscape to make the area more resilient to drought, sunlight, and erratic rainfall. We are increasing the amount of greenery in the open countryside and in settlements, in public spaces and on buildings. We focus on developing a system of rainwater retention for both the green space system and human use. We are improving the use of local resources and intensifying the transformation of the energy sector towards greater self-sufficiency and resource security. We also promote the development of a circular economy. The environment development area is divided into the three themes of water and landscape, waste management and modern and secure energy. These themes are further developed into objectives and measures in the Integrated Development Strategy of BMA 2021-2027 (10 in total). 

  • Public services in the Brno Metropolitan Area

    We are increasing the cohesion and solidarity of the territory and strengthening the citizens’ perception of the whole area as a common space for quality of life. We are increasing the coordination of investments in public services, taking into account the natural catchment links of Brno, micro-regional centres and other municipalities. We are addressing technical infrastructure and public services in a coherent manner, taking into account the functionality of individual systems. A strong position in the development of innovation and creativity is being developed. We enhance sharing and connectivity and are improving the quality of education and social services. This development area is divided into two themes of education and training and infrastructure and services for needy/at-risk populations. These themes are further elaborated into objectives and measures in the Integrated Development Strategy of BMA 2021-2027 (9 in total). 

  • Development coordination 

    The Brno Metropolitan Area operates on partnership cooperation and focuses on institutionalizing the cooperation to create an environment for more effective development coordination and a stable entity for direct implementation of major development projects. We also target residential and commercial development with regard to transport, environmental and social viability and within the functionality of the wider urban area. Therefore, we developed Spatial Development Vision. Emphasis is placed on balancing the development of the individual parts of the Brno Metropolitan Area with respect to both the lives of residents and economic development. This development area is divided into three themes of development and institutional cooperation, residential and commercial development, and leisure. These themes are further developed into objectives and measures in the Integrated Development Strategy of BMA 2021-2027 (10 in total).
