About Warsaw Metropolitan Area

The Warsaw Metropolis includes 70 municipalities and 9 counties within the Warsaw Metropolitan Area. It covers about 6,000 square kilometers and is home to more than 3.3 million people. The Warsaw Metropolis is one of the most dynamically developing agglomerations in Europe, with strong aspirations to become a modern socio-economic hub. This is driven by the active engagement of the local governments comprising the metropolis in implementing integrated actions and initiatives aimed at unifying selected services for residents (Integrated Territorial Investments – ITI). At the same time, joint actions are and will be carried out with respect for all local government units surrounding the City of Warsaw, taking into account the individual needs of each one. Creating a strong European socio-economic center primarily requires active cooperation between the capital and the municipalities that are strongly functionally linked to it. Every municipality and county within the Warsaw Metropolis contributes to its success.

Major projects

  • Integrated Territorial Investments (ITI) serve as a vital instrument for connecting Warsaw with its surrounding areas through joint projects co-financed by EU funds. This mechanism looks beyond administrative borders, acting as a catalyst for regional coordination and helping to solve challenges that impact the entire functional area. The scale of this collaboration is growing: while the 2014–2020 EU period connected the capital with 39 municipalities, the 2021–2027 EU perspective has doubled that reach to include 79 local government units. With the Warsaw Metropolis Association leading the implementation, this partnership aims to strengthen the metropolis’s position as a dynamic European socio-economic hub. 

  • The Integrated Territorial Investment Strategy for the Warsaw Metropolis 2021-2027+. serves as a joint roadmap for the development of the Warsaw Metropolis. Instead of acting alone, local governments have defined shared goals to tackle challenges that extend beyond administrative boundaries. This document paves the way for major investments, backed by €135.6 million in EU funding under the “European Funds for Masovia 2021-2027” programme. ITI Strategy in Polish 

  • The Sustainable Urban Mobility Plan for the Warsaw Metropolis 2030+ (SUMP) is a long-term strategy designed to improve how we travel within Warsaw Metropolis. Adopted in September 2023 by the General Assembly of Members of the Warsaw Metropolis Association, the plan focuses on making transport safer, greener, and more efficient for everyone. Instead of relying heavily on cars, the strategy prioritizes public transport, cycling, and walking. By focusing on eco-friendly solutions and modern technology, SUMP aims to create a healthier environment and a better quality of life for all residents. 

  • The Development Strategy of the Warsaw Metropolis until 2040 acts as a blueprint for regional cooperation. Officially adopted by the General Assembly of Members of the Warsaw Metropolis Association in November 2025, it serves as a agreement between 79 municipalities and counties to tackle modern challenges together, from economic shifts to the impacts of the war in Ukraine and the COVID-19 pandemic. This document updates previous planning efforts to fully encompass the metropolitan area, aligning the region with current legal standards. Most importantly, the Strategy serves as the gateway to the 2021–2027 EU financial perspective, securing necessary funds for Integrated Territorial Investments. It stands as proof that the region is ready to face the future as a cohesive and resilient metropolis.
